The Gibka-S SAM system is comprised of a mobile command-and-control (C2) post and up to six fully automatized self-propelled launching vehicles. Both C2 and mobile launcher are based on the VPK-233114 Tigr-M (M stands for Upgraded, Modernizirovanny) light multirole vehicle designed by the Military Industrial Company (Russian acronym: VPK, Voyenno-Promishlennaya Kompaniya).

A Gibka-S launching unit is equipped with four ready-to-launch 9K338 Igla-S (NATO reporting name: SA-24 Grinch) or 9K333 Verba short-range SAMs; four more missiles are transported in the ammunition load of the vehicle. It has a crew of four servicemen. The mobile C2 post equipped with a Garmon short-range portable radar can control the combat vehicles at an 8-17 km distance. The Gibka-S mobile SAM system is reported to be able to eliminate all types of aerial targets flying at low altitudes by day and night.

According to the official specifications provided by KBM, the Igla-S SAM has a combat weight of 10.6 kg, a firing range of 6,000 m, and a deployment time of 13 sec. It can eliminate aerial targets flying at an altitude of 3,500 m. The missile is equipped with a dual-spectrum infrared seeker. The Verba SAM is believed to have a range of 6,000 m and a maximum operational altitude of 4,500 m.

The 1L122-1E Garmon radar has a target detection range of 40 km and a target detection altitude of 40 km. It is being produced by the Almaz-Antey Concern.

According to the official specifications provided by VPK, the VPK-233114 Tigr-M light multirole vehicle has a combat weight of 7,800 kg, a maximum road speed of 120 km/h, an operational range of 1,000 km, a length of 5,700 mm, a width of 2,400 mm, a height of 2,500 mm, and a clearance of 400 mm. It is armoured at Level 1 (K) STANAG 4569 (all-round protection against 5.56 mm and 7.62 mm bullets at a 30 m distance). VPK-233114 is powered by single YaMZ-5347-10 (215 h.p.) multifuel diesel engine. The vehicle has a crew of one servicemen and a passenger capacity of up to eight soldiers. It is equipped with an air cooling unit and a filter installation.
