Russian arms program for 2024-2033 to cost 21-22 trillion rubles - Part 1


The Russian state arms program for 2024-2033 will not be cut. At least 21 or 22 trillion rubles will be allocated. The appropriations are comparable to previous arms programs. First Deputy Chairman of the Military-Industrial Commission Andrey Yelchaninov told the Rossiyskaya Gazeta daily about the work on the program.

“We expect the structure of the new arms program from them (the Defense Ministry) and other customers by September 1. The main guidelines of arms and hardware development will be then drafted by the Defense Ministry up to 2038. They include new weapons, which designers are only thinking about. They will determine the concept of the armed forces up to 2033. Potentially, we shall look further to 2038,” he said.

Uniform methods were formed in late March 2021 to draft the main approaches to the goals of the new arms program and the new edition of the state program to develop the military-industrial complex.

The Military-Industrial Commission will prepare a report on security threats up to 2053 for the Russian president by September 1, 2021. It will be connected with the forecast of the Russian financial and economic development up to 2035. The draft document is to be submitted to the commission by the Economic Development Ministry by July 4, 2021. The Military-Industrial Commission has to receive proposals of all the customers by September 1, 2022. It will interact with the Industry and Trade Ministry to confirm the capabilities of defense enterprises. The report to the president about the new arms program is to be submitted on July 1, 2023.

The 2010-2020 arms program cost 21.2 trillion rubles. The appropriations for the acting 2018-2027 program comprise 21.7 trillion. The cost of the new arms program is estimated at 21-22 trillion rubles.

In 2020, the share of modern arms and hardware comprised 70.1 percent. The Defense Ministry plans to raise it to 72.9 percent by the end of 2023.

Speaking about a major reform of the aircraft industry, Yelchaninov said the United Aircraft Corporation (UAC) would minimize the potential detriment to design and production processes. “It is no secret that no design bureau has the necessary set of competencies to design and certify aircraft from scratch to batch production. Therefore, the consolidation of the design potential and optimization of the production load are inevitable in the aircraft industry. By the way, it is a global trend rather than our know-how,” he said.

The merger of the MiG and Sukhoi Design Bureaus is a forced measure, which should in no way dilute both schools. “Our commission wants to preserve both schools and provide an alternative view on the development of aircraft. It is necessary to optimize the administrative superstructure of the organizations and decrease expenses,” Yelchaninov said.

The UAC (United Aircraft Corporation) development strategy up to 2035 has been formed and was discussed by the board of the corporation. It will be soon submitted to the board of directors of Rostec. In the summer, the strategy will be presented at a conference devoted to the development of the aircraft industry.

Sukhoi Su-57 fighter jet, known as Prospective Airborne Complex of Frontline Aviation (PAK FA), is undergoing the second stage of acceptance trials. In 2020, serial jets were delivered to the Aerospace Forces. Seventy-six aircraft will be supplied. Su-57 is a very prospective platform. Its development will continue.
