GLONASS information will be transmitted to a special center by protected communication channels and operators will see the location of each vehicle on an electronic map. A database of traffic violators is to be created. The Defense Ministry told the newspaper it had ordered R&D to create automatic Inspector-VAI system for the military traffic police.

The initial R&D is estimated at 15 million rubles. The total cost of the project will be determined after the feasibility concept is ready and implementation is specified. The first stage of the design is likely to be over in late 2018. Inspector-VAI will use GLONASS to track all military automobiles. The software will process and analyze information to create an electronic map of the situation.

In peacetime military traffic policemen will be able to locate a vehicle and see how busy the roads are. The map will show stationary military traffic police posts and movement of patrols.
The system will create an automatic database of military transport. It will also store data on traffic violators and their offenses. It will help military policemen obtain full information on violators online. The database will contain roadworthiness data of military vehicles.

In wartime Inspector-VAI will simplify coordination of redeploying units and detachments.

The armed forces operate and store close to 400 thousand automobiles which carry major cargoes in peacetime, expert Alexey Khlopotov told the Izvestia. The military vehicles are gradually equipped with GLONASS. The first to get it were the cars of the military traffic police and trucks in military districts. "Such a system is necessary to streamline the movement of military columns by general roads. It is important that they do not interrupt the life of towns and settlements and economic activities. It is specifically important for busy roads," military expert Viktor Murakhovsky said.

Military traffic policemen ensure safety of military convoys on the move, accompany the hardware, investigate accidents with army automobiles. They can stop and check drivers of vehicles belonging to the armed forces, the Russian Guard, the Emergencies Ministry, engineering and military construction entities.
