Russia will deliver about $13 billion of military equipment to foreign countries in 2015.
Russia’s arms exporter Rosoboronexport will deliver about $13 billion worth of military equipment to foreign customers in 2015, Mikhail Zavaly, head of the Russian delegation to Dubai Airshow 2015 and advisor to the official exporter’s director general, told journalists on Monday, November 9, 2015.

"We have reached the sales equaling $13 billion [per annum] over the past 10 years; this is the worth of military hardware that Rosoboronexport sells," Zavaly said. "I expect the figures will be similar this year." He did not go into details.

According to Zavaly, the problem of substituting Russian components for the imported ones in the materiel offered by Rosoboronexport will have been resolved in two to three years. "I hope we will have been completely independent in two to three years, probably," Zavaly said.

According to him, Russia’s defense industry has been successfully substituting domestic components for imported ones. "The sanctions have made the manufacturers urgently implement the solutions available to them. Our industry is performing import substitution at a fantastic speed. There have been no flaws or considerable deficiencies in the process," Zavaly added.

According to the Rosoboronexport representative, the termination of the military technical cooperation with a number of foreign defense contractors due to the sanctions has had negative consequences for them. "We feel sorry for our European partners and partners in other regions, who have toed the line in terms of the sanctions," Zavaly said. "There may be good prospects if our partners take a judicious approach [to the sanctions]."

Rosoboronexport has no plans for signing major contracts during the Dubai air show. "We do not plant to sign major contracts at Dubai Airshow 2015," Zavaly said. "Talks are under way in earnest and framework agreements and memoranda of intent are signed to lay the groundwork for the further refining of new agreements slated for signature in the future."
