of Chavez marched through Caracas Saturday to
step up pressure on election officials to accept
their petition for a referendum against the leftist
leader. The National Electoral Council has said
it will announce on February 29 whether the opposition
handed in the 2.4 million valid signatures required

ago, protests against new government taxes, known
as the 'black february' period in which some 31
people died, led to the downfall of former President
Gonzalo Sanchez de Lozada. New President Carlos
Mesa, who replazed Sanchez de Lozada last October,
announced this week a series of financial decrees,
measures aimed at protecting the poor from further
tax increases, and to squeez the more priveleged

Japanese Self-Defense force
wheeled armored vehicles Type-96 and trucks arrive
at the Dutch military base near Samawa, 270 kms
south of Baghdad. After months of dreaming that
this dusty desert town will be transformed into
a booming metropolis by the arrival of Japanese
troops. The unit left Japan on 3 February to become
the first soldiers engaged in Japan's humanitarian
mission to Iraq -- a controversial first deployment
to a combat zone since 1945. 10 February 2004
