The Pantsir-SM was designed to significantly outperform the previous version Pantsir-S1. In particular, it should get a new high-speed missile, while the target detection and destruction range will approximately double. It is able to detect and destroy ultra-small targets, like drones.

The Pantsir-SM is a mobile short-range air defense missile system based on KamAZ K-53958 8×8 military truck chassis with an armor crew cab located at the front of the vehicle providing protection against firing of small arms and artillery shell splinters. The weapon station is mounted at the rear of the truck armed which is armed with two-barreled 2A38M 30mm automatic cannons and 12 launchers for surface-to-air missile, 6 missile containers mounted on each side of the turret.

The Pantsir-SM is equipped with a multi-functional targeting radar station, increasing target detection range from 40 to 75 km and engagement range from 20 to 40 km, thus twice more efficient than the current Pantsir-S1. It also incorporates a new multi-functional targeting radar station able to detect air targets with a range from 40 to 75 km.

The Pantsir-SM is also fitted with an infrared electro-optical target tracking system to provide some tracking redundancy at closer ranges.

The Pantsir-SM can fire the new high-speed two-stage missile 57E6M-E which has a maximum firing range of 30 km and the 57E6-E with a range from 15 to 18 km. The 2A38M 30mm automatic cannons are used to destroy aerial targets at a short distance. These cannons are also mounted on the 2S6M Tunguska self-propelled antiaircraft gun/surface-to-air missile system.

The 2A38M cannons are water-cooled and have been designed for operation under all environmental conditions from -50 to +50°C. It has an effective range against air targets from 200 to 2,000 m with a maximum altitude range of 4,000 m.
