On May 22, 2025, Germany officially inaugurated its 45th Armoured Brigade “Lithuania” in Vilnius, marking the first long-term deployment of German troops on foreign soil since the end of World War II. The presence of German soldiers in Lithuania has long been symbolic since Berlin first reinforced NATO’s Enhanced Forward Presence mission in the Baltic states following Russia’s annexation of Crimea in 2014. However, this new deployment takes a strategic leap. It is not rotational, temporary, or reactive, it is a permanent, structured brigade designed to stay. With three manoeuvre battalions, along with comprehensive combat support and logistics elements, the brigade is set to reach full operational capacity by 2027, hosting up to 5,000 German personnel and civilians. For Lithuania and its neighbors, this development provides a tangible layer of protection against the possibility of Russian incursions beyond Ukraine.

For artillery support, the brigade relies on PzH 2000 self-propelled howitzers, capable of delivering accurate long-range fire. Fennek reconnaissance vehicles enhance situational awareness, while Boxer armored personnel carriers provide versatile troop transport and support functions. The brigade is further protected by integrated air defense systems, ensuring resilience against aerial threats.

Germany’s defense posture has undergone a significant transformation since Russia launched its full-scale invasion of Ukraine in 2022. The shift is evident in increased defense spending and Chancellor Friedrich Merz’s recent statement positioning the German army to become the “strongest conventional force in Europe.” Against this backdrop, the brigade in Lithuania is not just a symbol of commitment, it is a message to Moscow. As highlighted by Army Recognition, Russia is currently reactivating Soviet-era military infrastructure near Finland’s border, such as the Alakurtti air base, reinforcing concerns that future aggression could extend beyond Ukraine and into the Baltic region. This militarization echoes Cold War-era tensions and elevates the strategic importance of forward NATO deployments like Germany’s 45th Brigade.

The German Armed Forces’ presence in Lithuania underscores a recalibration of European security dynamics. It reinforces NATO’s eastern front at a critical time when military deterrence and infrastructure readiness are being tested by Russian maneuvers and hybrid threats. Lithuania, bordering both Kaliningrad and Belarus, represents a frontline state in NATO’s security architecture. Its defense minister, Dovilė Šakalienė, described Germany’s decision as a “historic example of leadership,” emphasizing the deployment’s significance not just for national defense, but for the entire Alliance. She affirmed her country’s commitment to building the necessary infrastructure and ensuring German troops feel at home, reflecting a shared strategic vision between Berlin and Vilnius.

The permanent deployment of the 45th Armoured Brigade in Lithuania sends a clear signal. It is a declaration that Germany has embraced a forward-leaning defense strategy in the face of Russian militarism. It also reaffirms NATO’s unity and preparedness to defend every inch of its territory. In the context of Russia’s reactivation of former Soviet bases and continued aggression in Ukraine, this move serves both as a deterrent and as a statement of resolve.
