US Approves Delivery of Armored D9 bulldozers to Israel in an Expedited Sale for Border Protection.
The US Department of State has approved a potential military sale to Israel involving Caterpillar D9 bulldozers and related equipment, with an estimated value of $295 million. The Defense Security Cooperation Agency (DSCA) has formally notified Congress of this transaction, which has been expedited through an emergency procedure, bypassing the standard legislative review process.

Israel has requested the acquisition of D9R and D9T bulldozers, along with spare parts, maintenance services, corrosion protection, technical documentation, pre-delivery inspections, and logistical support. The U.S. government has justified this decision on national security grounds, stating that the sale is necessary to ensure the defense and operational readiness of Israeli forces.
The armored D9 bulldozer, used by the Israel Defense Forces (IDF), is a militarized version of the Caterpillar D9 tracked tractor, reinforced with armor developed by Israel Aerospace Industries and Israel Military Industries. Weighing up to 62 tons with its armor, it is powered by a Cat 3408C engine producing 405 horsepower and equipped with a three-speed transmission. The front-mounted blade and rear ripper allow it to move heavy materials, clear routes, and demolish obstacles. In service since the 1950s, it has been deployed in multiple conflicts, particularly for engineering missions and the neutralization of improvised explosive devices (IEDs).
The D9 features reinforced armor to protect its crew from small arms fire, shrapnel, and RPG threats, incorporating bulletproof glass panels and slat armor. It can be fitted with an FN MAG machine gun for self-defense and smoke grenade launchers. The cabin, designed to accommodate a driver and a commander, is equipped with communication and fire suppression systems. The vehicle plays a key role in combat operations, route clearance, and support for infantry and engineering units.
The acquisition aims to enhance the capabilities of Israeli ground forces in securing the country’s borders, critical infrastructure, and urban areas. The State Department has stated that this sale will not affect the regional military balance and that Israeli forces can integrate the equipment without difficulty.
Caterpillar Inc., headquartered in Irving, Texas, will be the primary contractor for the sale. No offset agreements have been reported at this stage, though such arrangements could be negotiated between Israel and the manufacturer. The sale does not require the deployment of additional U.S. government or contractor personnel in Israel and will not impact U.S. military readiness.
Deliveries of the bulldozers and associated equipment are expected to begin in 2027. The final contract value may vary based on budget adjustments and finalized terms. This sale aligns with U.S. commitments to Israel’s security, reinforcing its defense capabilities against existing and emerging threats.
During Donald Trump's administration, certain arms exports were suspended as part of broader efforts to reassess military sales to foreign partners. These restrictions included the transfer of ammunition and other defense equipment, citing U.S. foreign policy and national security considerations. This decision led to mixed reactions within Congress and among allies, with some viewing it as a temporary measure while others expressed concerns about its potential impact on U.S. military commitments.
At the same time, several defense contracts remained under discussion or were finalized under Trump’s administration, particularly with key allies such as Israel and Saudi Arabia. These agreements included fighter aircraft, missile defense systems, and heavy military equipment, reflecting continued U.S. military support for its partners despite specific export restrictions.
