Russian S-400
ground-to-air missile defense system to go into serial production.
Russian
long range ballistic missiles for S-400 Triumph surface-to-air
missile systems will go into serial production in the
autumn, a leading missile manufacturer said on Friday.
Earlier media reports said the S-400 missile system
was incomplete as long range ballistic missiles, among
others, had not been adopted for it. "On December
26, 2009 the preliminary tests were finished and the
missile was put forward for state tests," Kommersant
daily quoted the general director of Almaz-Antei, Igor
Ashurbeili, as saying. "In the third quarter of
2010 we should finish them, along with combat duty launches,
and then put it [the missile] into serial production
in the fourth quarter," he added. According to
Ashurbeili, there were no technical failures or difficulties
concerning the long range missile tests. "The tests
of S-400 missile lasted for about 3 years...We are bewildered
by the bacchanalia of rumors and slander concerning
the issue as an ordinary working process is going on,"
he continued. Ashurbeili added that the situation regarding
the production of missiles after 2012 is unclear as
Almaz-Antei does not have "any signed contracts
for 2012". The S-400 Triumph boasts unique characteristics.
It can destroy any air target, including aircraft, unmanned
aerial vehicles, and cruise and ballistic missiles within
a range of 400 kilometers and an altitude up to 30 kilometers.
The system is almost three times more efficient than
its Russian and foreign counterparts. There are no plans
so far to export the S-400. It will be produced only
for the Russian Armed Forces. An additional two systems
will be deployed by the end of 2010.

The
development of the new Russian ultramodern air defense
system Triumph-M, equipped with S-500 missile, will
be completed in 2015, announced this 30 April 2010,
Mister Igor Achourbeïli , general director of the
Almaz-Anteï research department charged to develop
S-500. “The objective which was posed to us within
the framework of the military program of State is to
develop the system Triumph-M. This system, equipped
with S-500 missiles and intended to ensure the mobile
anti-aircraft defense must be developed before 2015”,
say Igor Achourbeïli. According to him, the mobility
of the system will enable him to move in any area threatened
at the time of a conflict. Almaz-Anteï Bureau plans
to build “two new factories” which will
produce ground-to-air missiles and ground armaments
of air-defense, added M.Achourbeïli. The ground-to-air
missiles S-500 are intended to replace S-400 able to
organize the spread out defense of the sites against
a massive air attack. The S-500 missiles will be able
to destroy 10 targets against 6 for S-400.

8x8 - Re-Procurement of Combat Vehicles AWV 2014.
Sweden’s
Defence Materiel Administration (FMV) decided on 25
June 2009 to award the contract to deliver Patria AMV
8x8 armoured vehicles to the Swedish defence forces.
The order included 113 vehicles, systems and spare parts
worth about 240 million Euros. On 29 October 2009, the
Stockholm County Administrative Court decided that FMV
had not fully complied with public procurement regulations
in its management of the armoured vehicle competition.
To secure the supply of combat vehicles in time to meet
the Swedish Armed Forces' operational requirement, in
2014, FMV decided to re-open the competitive process
for the contract. Patria is participating in this renewed
competition, designated AWV 2014, with the Patria AMV
8x8 vehicle, and submitted a new offer to FMV on 9 March
2010.

US Army urges
NLOS-LS cancellation
The
US Army has recommended that the Pentagon cancel a new
precision strike weapon system after it struggled significantly
during a recent key test and was estimated to have a
relatively high cost. Top service officials determined
they should terminate the Non-Line-of-Sight Launch System
(NLOS-LS) and its Precision Attack Missile (PAM) after
conducting a review of the army's precision fires portfolio,
a source has told Jane's. NLOS-LS is intended to provide
infantry, as well as sailors on Littoral Combat Ships,
with the ability to engage moving targets from beyond
their line of sight. Because NLOS-LS is a major joint
programme, the Department of Defense's acquisition executive
must make the final decision as to whether it will be
cancelled.

Iran to Mass-Produce
New UAVs.
A
senior commander of the Islamic Revolution Guards Corps
(IRGC) announced on Sunday that his forces plan to mass-produce
a new home-made Unmanned Aerial Vehicle (UAV) tested
during the current wargames in the Persian Gulf and
the Strait of Hormuz. Speaking to reporters on the sidelines
of the last stage of IRGC naval exercises, codenamed
as Payambar-e Azam (The Great Messenger) 5 in Iran's
southern waters today, Commander of the IRGC Aerospace
Force Brigadier General Amir Ali Hajizadeh said that
the new UAV (Pahpad) will be mass-produced in the near
future. "In addition to reconnaissance flight over
the operation (battle) field, this kind of drone brings
ease to battle command by transferring real-time data,"
Hajizadeh added. Asked about the role of IRGC Aerospace
Force in the latest wargames, the commander said that
his forces provided the naval and ground forces with
logistical supports. He added that his forces were tasked
with defending the Persian Gulf airspace during the
military drills, while they were also in charge of electronic
warfare, surface-to-air missile systems and artillery
systems.

Post-Soviet
security bloc members CSTO completes joint anti-terror drills.
Units
from the Collective Security Treaty Organization's rapid
reaction force have completed joint command-and-staff
counter-terrorism exercises in Tajikistan, a Russian
Defense Ministry spokesman said on Monday. Over 1,000
servicemen, more than 150 pieces of military hardware,
L-39 combat trainers, An-2 military transport planes
and Mi-8 helicopters from Russia, Kazakhstan, Kyrgyzstan
and Tajikistan took part in the Rubezh-2010 exercises,
which started on April 22 at the Chorukh-Dairon training
range. "The exercises were a success. The units
have accomplished all the set tasks," the official
said. The CSTO is a security grouping comprising the
former Soviet republics of Armenia, Belarus, Kazakhstan,
Kyrgyzstan, Russia, Uzbekistan, and Tajikistan. Five
of the seven members signed an agreement on the creation
of the Collective Rapid Reaction Force in February 2009.
Belarus, which initially refrained from signing the
deal because of a trade dispute with Russia, joined
it later last year. Uzbekistan has so far refused to
join the force, saying it opposes stronger Russia's
role in Central Asia. Uzbekistan is also at odds with
regional neighbor Kyrgyzstan, which hosts a Russian
airbase. The CSTO members insist that the rapid reaction
force is designed to improve the security of the CSTO
members against the backdrop of existing and potential
threats," including terrorism, extremism, drug
trafficking, natural disasters and to enhance the organization's
role in ensuring international security. However, many
experts believe that the creation of a powerful military
contingent in former Soviet Central Asia by members
of the Russian-dominated security grouping is seen as
Moscow's bid to counterbalance NATO.

Eleven tons
of stolen combat helmets flood market.
A
Ukrainian army commander has sold over 70,000 combat
helmets, weighing almost 11 tonnes, to a fence as army
surplus materials. For each helmet, the thief was paid
a mere 5 cents, while if bought in bulk, the way Defense
Ministry would procure the hardware, they would be priced
at least at 40 cents, reports Ukrainian news agency.
Meanwhile, the market price of such helmets varies between
$0.60 and $1.20, so the buyers were quick to re-sell
the hot goods at an astounding profit. This ultimately
led to the downfall of the whole criminal chain. Once
the market was flooded with helmets, Ukrainian military
prosecutors launched an investigation and identified
the commander of a unit stationed near the city of Cherkassk
as the main culprit. The man faces demotion and a jail
term for the crime.

Iran plans
to produce missile defense systems similar to Russia's S-300.
Iran
intends to produce missile defense systems similar to
Russia's S-300 system, the county's PressTV channel
said on Thursday, quoting Iranian Defense Minister Brig.
Gen. Ahmad Vahidi. Answering the question on whether
Iran has plans to produce an S-300 defense system, Vahidi
said, "We don't need to produce the S-300 system,
but we have plans on the agenda to produce similar weapons."
The minister also said Iran has developed a medium-range
air defense system. "All parts of the system have
been domestically produced," the TV channel quoted
him as saying. He said the defense system had "three
radars and a domestically produced missile that has
high agility and a range of more than 40 kilometers."
Russia and Iran signed a contract on the delivery of
Russia's S-300 missile defense systems to the Islamic
Republic in December 2005. There have been no official
announcements concerning the start of deliveries. In
February, speaker of the Russian parliament's upper
house, Sergei Mironov, pledged that Moscow would fulfill
its obligations, saying the delay in deliveries was
due to "technical" problems. "We have
bilateral agreements with Iran, Russia has always fulfilled
its international agreements. That is why the delivery
of this defense complex, let me stress it, is a matter
of time," he said. Iran's ambassador to Russia,
Seyyed Mahmoud-Reza Sajjadi, told the Islamic republic's
Mehr news agency on Wednesday "Russian officials
are committed to their [S-300] deal with Iran."

Israel and
Turkey complete joint tank M60A1 revamp project.
In
the Center for Tank Maintenance in Kayseri, Turkey,
a special ceremony marked the end of the joint tank
project carried out by the Turkish Defense Ministry,
Israel Aircraft Industries and Elbit Systems. The program
improved 170 M60A1 tanks, so that they are now at the
same level as the most advanced tanks in the world.
The nearly $700 million deal was signed in March 2002
in order to revamp 170 old tanks. The M60A1 tanks started
out as 40 year old American armored vehicles, but now
have state of the art weapons systems that combine fire
power, sensors and more. The system was integrated with
the help of the knowledge and experience acquired by
Israel Military Industries during Project Chariot. The
eight year long project, which has been deemed extremely
successful, replaced all major systems of the original
tank with advanced modern systems. 120 mm cannon control
systems, enhanced fire power, advanced turret moving,
protection systems, engine transmission changes and
other major improvements were made on the tanks. The
end result is a high performance tank that is in line
with the world’s leading combat tanks.

Israeli unveils
tank-defense system of the future, the Trophy from Rafael.
The
Trophy is the latest in a series of new systems. State-owned
Israel Military Industries is producing "Iron Fist,"
an anti-missile defense that is expected to be installed
on Israeli armored personnel carriers ant tanks next
year. The Trophy is believed to be the first of a series
of so-called "active defense" systems to become
operational. Such systems aim to neutralize threats
before they strike the tank. In the past, tanks have
relied on increasingly thick layers of armor or "reactive"
technology that weakens an incoming rocket upon impact
by setting off a small explosion. Israeli weapons maker
Rafael, the developer of the Trophy, says the system
has been in the works for years, but the bitter experience
of Israel's 2006 war against Hezbollah guerrillas in
Lebanon gave the project an extra push. The tiny Trophy
system, lodged behind small rectangular plates on both
sides of the tank, uses radar to detect the incoming
projectiles and fires a small charge to intercept them,
said Gil. After firing, the system quickly reloads.
The entire process is automated, holds fire if the rocket
is going to miss the tank, and causes such a small explosion
that the chances of unintentionally hurting friendly
soldiers through collateral damage is only 1 percent,
the company says.

Russia will
continue to deliver weapons to Venezuela.
Russia
will continue deliveries of military equipment to Venezuela
to help the Latin American country boost its national
defense, Prime Minister Vladimir Putin said on Saturday.
"We will continue to support the development of
the armed forces of Venezuela. As you know, Russia has
already delivered the most efficient Su-30 heavy fighters
and other military equipment to Venezuela," Putin
said at a joint news conference after a meeting with
Venezuelan President Hugo Chavez in Caracas. At least
part of this loan could be used for the purchase of
over 90 T-72 tanks and an unspecified number of
BM-30 Smerch multiple rocket launchers, or even
diesel-powered submarines and S-300 air defense systems.
Since 2005, Venezuela has bought $4 billion worth of
Russian weapons, including warplanes, helicopters, and
Kalashnikov assault rifles. No new military-technical
agreements were signed on Friday but Russia delivered
the last four of 38 Mi-17 military transport helicopters
earlier purchased by Venezuela. Chavez, whose domestic
and international policies have been lately criticized
by the country's opposition, says Venezuela needs to
boost its defenses to protect its oil riches from a
possible U.S. attack.

United States
voices concern over Venezuelan arms purchases from Russia.
The
U.S. has reiterated its concerns over Venezuelan arms
purchases from Russia, a U.S. State Department official
has said. Prime Minister Vladimir Putin and Venezuelan
President Hugo Chavez will discuss military and economic
cooperation, including a $2.2 billion loan to buy Russian
arms, during his first visit to the South American country
on Friday. During his visit to Caracas, Putin will also
oversee the delivery of the last four Russian Mi-17
Hip helicopters out of the total of 38 under a 2006
contract. "I think we've voiced our concerns, if
you will, but our opinions about Venezuela's need for
these kinds of defense systems previously from the podium,"
Acting Deputy Department Spokesman Mark Toner said.
"Beyond that, Venezuela, Bolivia, any country,
is entitled to pursue its own bilateral relationship
with any other country, clearly. So - but just beyond,
kind of, questioning the need for Venezuela to have
such a robust defense system, no comment," he added.
During his visit to Moscow in September, Chavez said
Venezuela would buy 92 T-72 tanks and an unspecified
number of Smerch multiple rocket launchers from Russia,
among other military inventory. Since 2005, Venezuela
has bought $4 billion worth of Russian weaponry, including
warplanes, helicopters, and Kalashnikov assault rifles.

The British
Ministry of Defence has taken delivery of 24 BVs10 Viking MkII from
BAE Systems.
The
UK Ministry of Defence (MoD) has taken delivery on time
of the last of 24 BvS10 Viking Mk 2 mine-protected vehicles
ordered from BAE Systems in July last year. The vehicles
will be deployed to Afghanistan in the near future.
The fast-moving £21m programme was a response
to new threats from insurgents in Afghanistan. The original
more lightly armoured go-anywhere BvS10s - known as
Vikings in British service - proved extremely successful
because of their ability to provide the element of surprise
in carrying the fight to the enemy. Before long they
came under attack from improvised explosive devices
and in response they were fitted with extra armour in
Afghanistan under an urgent operational requirement.

Oshkosh
Defense, a division of Oshkosh Corporation, has received
an order valued at more than $41 million from the TACOM
Life Cycle Management Command (LCMC) to supply more
than 1,000 add-on rocket-propelled grenade (RPG) protection
kits for the MRAP All-Terrain Vehicle (M-ATV). Timing
for the work is expected to be completed by September
2010 and installation will occur in theater. “The
M-ATV provides exceptional protection capabilities for
our Armed Forces in Afghanistan,” said Kenneth
