Border
protection and security of critical infrastructures are a complex challenge
for homeland security forces as these areas provide a highly effective
concealment option for hostile threats. To
meet this challenge Elbit Systems and SIGINT Elisra developed a new type
of radar FPR-10, that offers extremely long-range foliage penetration
for border protection and wide-area persistent surveillance.

In
determining threats it is crucial to have the ability to determine and
precisely locate suspicious movement in the depth of the foliage and to
alert security forces securing protective sites or maneuvering infantry
forces of possible hostile activities in their vicinity. The FPR-10 system can detect suspicious movements of vehicles and humans in and beyond foliage. Based on Ground Surveillance Radar (GSR) technology, the system provides extremely high resolution, covers a very wide range in azimuth and elevation and enables target separation, allowing determination of the number of targets in the radar arena. Designed to withstand harsh environmental conditions as well as foliage interferences and disturbances, the system is able to secure extremely large areas using multiple radars, which together provide end-to-end, overlapping coverage. This unique system can simultaneously detect and track a variety of targets moving in various motion patterns and provides users with the coordinates and path of targets in a fully-digital display and output, for an enhanced operational picture. Highly reliable and resistant, with a Low False Alarm Rate (FAR), the system is easy to integrate and operate (via a pc/laptop), has no moving parts (as opposed to previous GSR systems) and is cost-effective. The new FPR-10 was presented for the first time at the 3rd Israel HLS Conference. Elbit Systems also launched a unique and highly advanced command and control system for Homeland Security applications at Conference.The system controls and manages events from dedicated operation rooms (either fixed or mobile), starting from the initial report regarding a possible incident, through to the dispatch of forces to the scene and up to the closure of the event. The system uses advanced data fusion and information management and provides enhanced interoperability and high level coordination between all of the forces involved. Producing a unified and up-to-date operational picture to all of the forces in real time (as relevant), the system enables effective management of incidents while prioritizing them in order of importance. The system can easily interface with a variety of existing government or municipal systems (for example municipal systems, national infrastructure) as well as search and rescue, firefighting squads, first-aid and municipal authority services and other agencies, and it operates in both routine and crisis/emergency situations. Concurrently managing a large
number of events, at any scale, the system uses a wide range of sensors
applicable for law enforcement agencies, (e.g. license plate registration
systems (LPR)), street and traffic cameras, airborne and ground sensors,
police car cameras and other sensors. The system includes advanced video
analytics capabilities which provide alerts in cases of abnormal occurrences
such as crowd gatherings, suspicious human behavior, unusual activities
in a strategic area. |
