Russia started building military base and delivering military equipment in Arctic.

According to Ria Novosti, the Russian Defense Ministry will also complete the delivery of necessary material supplies, including equipment and weapons, for troops in the Arctic before the end of September, Deputy Defense Minister Gen. Dmitry Bulgakov told journalists Monday. "The Defense Ministry will complete the northern delivery for a force grouping in the Arctic by the end of September," Gen. Bulgakov said.

"At the moment... supplies of fuel, oil and lubricants, including boiler oil, food, clothing and medical property, have already been prepared for a year and a half in places where the troops are stationed," Bulgakov said. As for the equipment, he did not specify the whole list but noted that it "meets all requirements for cross-country capacity and is operable in extremely low temperatures."

Talking about the living conditions for soldiers and their families in the Arctic, the deputy defense minister said that special military camps are being constructed for them, so that the people would not have to go outside unless absolutely necessary. "Housing and office accommodation, dining-rooms, baths and gyms –everything will be constructed in a single building," Bulgakov said.

Bulgakov also added that the military uniform is also designed for comfort and allows servicemen to carry out combat training missions at a temperature of minus 55 degrees centigrade (minus 67 degrees Fahrenheit).

Russia intends to strengthen its position in the Arctic on all fronts: military, political, financial and economic. In April, Russian President Vladimir Putin ordered the creation of a new public authority to implement Russian Federation policy in the Arctic.

By the end of 2014, Russia plans to expand its military deployments in the Arctic and by October, 2015 the air defense reconstruction in the Arctic islands should be completed.
