During the Official Opening Ceremony of ISNR 2016, the International Exhibition for National Security & Resilience which takes place in Abu Dhabi from the 15 to 17 March 2016, the UAE Security and Police forces have performed an amazing live demonstration showing there operational capacities during a simulation of a cargo aircraft crash on a chemical factory.

Under the patronage of His Highness Sheikh Hazza bin Zayed Al Nahyan, Vice Chairman of Abu Dhabi Executive Council, Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior inaugurated on Tuesday the activities of the International Exhibition for National Security and Resilience (ISNR Abu Dhabi 2016). The event is organized by the United Arab Emirates (UAE) Ministry of Interior (MoI) and Reed Exhibitions at Abu Dhabi National Exhibitions Centre (ADNEC), from 15-17 March.

HH Sheikh Saif bin Zayed Al Nahyan attended the “Aftershock 2” live demonstration on responding to crises and emergencies, which aims to introduce a uniform structure used by the UAE to coordinate emergency responses. It also aims to promote the readiness of various security bodies to handle major crises through the Integration Doctrine applicable to all the security bodies at the MoI. The event also aims to educate members of society on how to prepare and respond appropriately to natural disasters or in cases of emergency.
 
The 40-minute “Aftershock 2” live demonstration featured a simulation show on dealing with crises and disasters that may affect modern cities. The scenario included a cargo jet falling on a chemical plant, leaking poisonous substances, and panic among the plant’s workers. The live demonstration showcased the response speed of the various security and police bodies, as well as the highly professional management of the situation, as the injured workers were provided with the necessary first aid and the fire resulting from the accident was brought under control.
     
     

The simulation centered around a plane crash in a chemical factory has showcased the UAE’s emergency response procedures and crisis management in case of serious accident. All the main security and police forces of UAE were involved in the demonstration including, firefighters, NRBC units, fire investigation team, search & rescue team, command post and more.

Aircraft crash onto a nuclear power plant or a chemical plant is an external hazard which has to be taken into account in a comprehensive safety assessment.

Methods to analyze plants systematically regarding the adequacy of their existing protection equipment against hazards can be deterministic as well as probabilistic.

In case of probabilistic safety assessments experience has shown that is reasonable to have procedures to screen out, e.g., rooms or buildings of the plant under consideration where no further analysis is required or to establish a safety graded procedure taking into account plant and site specific conditions such as design of buildings against aircraft crash impact as well as distance to smaller and larger airports including the current travel situation for commercial and military aircrafts.

All the official guests, exhibitors and visitors at ISNR live demonstration were able see the work of all these units that have shown their ability to respond to such disasters with efficiency and great professionalism.
