United States agrees on equipment support services for Patriot missile systems of Taiwan.
According to information published by the United States Department of Defense on February 7, 2022, the U.S. State Department has made a determination approving a possible Foreign Military Sale to the Taipei Economic and Cultural Representative Office in the United States (TECRO) of equipment and services to support participation in the Patriot International Engineering Services Program (IESP) and Field Surveillance Program (FSP) for five years, including engineering services support, designed to sustain, maintain and improve the Patriot Air Defense System for an estimated cost of $100 million.

TECRO (Taipei Economic and Cultural Representative Office) has requested to buy equipment and services to support participation in the Patriot International Engineering Services Program (IESP) and Field Surveillance Program (FSP) for five years, including engineering services support, designed to sustain, maintain, and improve the Patriot Air Defense System within the performance envelope described in the system specification through the investigation and resolution of identified problems; missile field surveillance support for legacy (Guidance Enhanced Missile (GEM)) and Patriot Advanced Capability-3 (PAC-3) missiles, designed to ensure the reliability and performance of the Patriot missile through storage and aging programs, surveillance firing programs, and configuration management; legacy and PAC-3 missile stockpile reliability testing, to provide quantitative reliability assessments of the deployed missile round; U.S. Government and contractor technical and logistics support, and other related elements of program support. Participation in the shared IESP and FSP for the life of the Patriot system is a requirement of the U.S. Government.
The TECRO is an alternative diplomatic institution serving as a de facto embassy or a consulate of the Republic of China (ROC, commonly referred to as Taiwan) to exercise the foreign affairs and consular services in specific countries which have established formal diplomatic relations with the People's Republic of China (PRC, commonly referred to as China).
The prime contractors will be Raytheon Technologies in Andover, MA; and Lockheed Martin in Camden, AK. There are no known offset agreements proposed in connection with this potential sale.
The Air Defense and Missile Command of Taiwanese armed forces consist of 1 (792) SAM (Surface-to-Air Missile) brigade (1 SAM battalion with Tien Kung III; 2 ADA Air Defense Battalion), 2 (793 & 794) SAM brigade (1 SAM battalion with Tien Kung II; 1 SAM battalion with MIM-104F Patriot PAC-3; 1 SAM bn with MIM-23 Hawk), 1 (795) SAM brigade (1 SAM battalion with MIM-104F Patriot PAC-3; 2 Air Defense Battalion)
The MIM-104 Patriot is a surface-to-air defense missile (SAM) system manufactured by the U.S. defense company Raytheon. The missile is designed to intercept aerial targets such as tactical ballistic missiles, cruise missiles, and advanced aircraft. The missile has a range of 70 km and a maximum altitude greater than 24 km.
The PAC-3 is a Hit-to-Kill missile that is able to destroy aerial targets, including tactical ballistic missiles, cruise missiles, and aircraft. “Hit-To-Kill” refers to how defensive missiles intercept incoming missile threats and collide with them in body-to-body impact. The missile has a firing range of about 40 km and can reach aerial targets at an altitude of up to 20 km.
