North Korea Conducts First Tactical Drill Simulating Nuclear Counterattack.
On Monday, April 22, 2024, North Korean leader Kim Jong Un supervised the test of "super-large" multiple rocket launchers that simulated a nuclear counterattack against hypothetical enemy targets. This development was reported by North Korea's state-run news agency, KCNA, which confirmed that the exercises involved firing several short-range ballistic missiles into the sea off the east coast of the peninsula.

These exercises, which included salvos from 600 mm rocket launchers reportedly capable of carrying tactical nuclear warheads, marked the first demonstration of North Korea's nuclear weapons management and control system, known as "Haekbangashoe" or "nuclear trigger." According to KCNA, these tests successfully hit an island target approximately 352 kilometers away, validating the command, control, and operational capabilities of the system. Kim expressed satisfaction with the precision of the rocket launchers, comparing their accuracy to a "sniper’s rifle."
The exercise was divided into two parts: one to familiarize units with the procedure and process of transitioning to a nuclear counterattack posture when North Korea's nuclear crisis system, Hwasanpalryong, is activated, and another to operate the nuclear counterattack command system, the state media reported.
The timing of these tests coincides with ongoing aerial defense exercises between the United States and South Korea, which North Korea has criticized as provocative. The exercises underscore North Korea's escalating nuclear doctrine, which openly discusses the use of preemptive nuclear strikes in response to perceived threats to its sovereignty.
Furthermore, there are speculations that the North might not only be testing these systems as a deterrence strategy but also potentially for export to other countries as it seeks to expand its military cooperation amid intensifying global confrontations. This comes as the United States and South Korea accuse North Korea of providing military aid to Russia, supporting its war efforts in Ukraine.
In response to the growing threats from North Korea, the United States and South Korea are intensifying their joint military exercises and refining their nuclear deterrence strategies. This includes strategic planning with other regional allies like Japan to address the various security challenges posed by North Korea's actions.
The recent military activities are part of a broader pattern of increased weapons testing by North Korea as it continues to develop its military capabilities while diplomatic engagements with the United States and South Korea remain stalled. Experts believe that North Korea aims to use its enhanced military capabilities to secure economic and security concessions from a position of strength.
In addition to missile tests, South Korea's national police agency reported that North Korean-backed cyber hacking groups have targeted several domestic defense companies, stealing confidential technical data. This cyber espionage represents another facet of the security challenges posed by North Korea.
