South Korea Supports Ukraine with Financial Commitment for Reconstruction.

Tuesday, April 2, 2024, marks a milestone in the strengthening of relations between Ukraine and the Republic of Korea, with the announcement of substantial financial support aimed at the reconstruction of the Ukrainian country. As part of a collaborative effort to assist Ukraine in its recovery projects after the ravages of conflict, South Korea has committed to providing favorable loans amounting to $2.1 billion.

The financial collaboration between the two nations is structured around the Economic Development Cooperation Fund (EDCF), through which the Ukrainian economy will benefit from soft loans over five years. This notable partnership was officially sealed with the recent approval by the Cabinet of Ministers of Ukraine of the draft Framework Agreement between the Ukrainian government and the Government of the Republic of Korea. The agreement underscores South Korea's commitment to support Ukraine in its reconstruction efforts, with particular attention paid to the purchase of equipment and the implementation of restoration projects.

Yulia Svyridenko, First Deputy Prime Minister of Ukraine and Minister of Economy was designated to sign this crucial agreement on behalf of the Ukrainian government. She expressed optimism about this new phase of cooperation: "Another step has been taken towards the finalization of all necessary internal procedures and the beginning of the practical implementation of agreements with our Korean friends."

According to the Framework Agreement, the Government of Korea grants the Ukrainian borrower the right to receive loans from the EDCF up to a maximum amount in Korean won, which will not exceed the equivalent of $2.1 billion. These funds are intended to finance EDCF loan projects in Ukraine from 2024 to 2029, thus marking a period of close collaboration and mutual support.

The process of identifying and selecting candidate projects will require close cooperation between the governments of Korea and Ukraine, ensuring that each project receives attention and support tailored to its specific needs.

This financial commitment is a continuation of the international aid already received by Ukraine, including $118 million in grants from Japan to support the World Bank projects HEAL Ukraine and HOPE, as well as a $1.5 billion loan facilitated by Japan and the United Kingdom.

The agreement on EDCF loans, signed in the presence of leading political figures from both nations, symbolizes a common will to rebuild and strengthen Ukraine. Starting in 2025, these loans will not only facilitate the provision of equipment but also the financing of critical infrastructure projects for the country's reconstruction.
