The support aims to address the challenges posed by the Russian Black Sea Fleet, which has been a significant threat to Ukraine’s maritime security. The funding will help safeguard Ukrainian infrastructure, ensure the safety of grain and other critical exports, and strengthen naval deterrence. The initiative also aims to protect the maritime routes crucial for Ukraine’s economy and international trade.
This new funding package was announced during a visit by Norway's Prime Minister to Haakonsvern Naval Base, alongside the UK Prime Minister. Norway and the UK are jointly leading the Maritime Capability Coalition for Ukraine, an initiative launched to strengthen Ukraine’s naval capabilities. The Norwegian government has committed additional funds beyond previous allocations, focusing on innovation and operational effectiveness.
One of the critical components of the package is the enhancement of Ukraine’s mine clearance operations. Mines in the Black Sea pose significant risks to both civilian and military vessels, and advanced detection systems will be provided to improve Ukraine’s capability to address this threat. These systems will enable the Ukrainian Navy to secure critical maritime routes and improve overall safety in the region.
Norway will play a key role in training Ukrainian naval forces. A portion of the funding will support a maritime training center in Romania, where Ukrainian soldiers will receive specialized training in maritime operations. Additionally, the allocation includes funding for the procurement of small vessels and the training of Ukrainian personnel in riverine operations, enhancing their operational flexibility and effectiveness.
