Putin forms maritime collegium to strengthen Russia's cceanic security and global trade access.


According to information published by the Russian government on August 13, 2024, President Vladimir Putin has signed a decree establishing the Maritime Collegium of Russia, appointing Nikolai Patrushev, the President's aide, as its head.

The decree, which was published on the official legal information portal, outlines the creation of several strategic councils within the collegium.

These include councils dedicated to the strategic development of the Russian Navy, the protection of national interests in the Arctic, and the overall advancement and support of Russia's maritime activities. The collegium will also inherit responsibilities from the Security Council's interdepartmental commission on ensuring Russia's national interests in the Arctic.

The establishment of the Maritime Collegium follows an earlier decree by Putin on August 13, which approved a new structure within the presidential administration focused on national maritime policy.

This department, created on June 12, is tasked with advising the President on maintaining strategic stability in the world's oceans, deterring potential adversaries, and preventing aggression from maritime directions. It will also work on strengthening Russia's defensive capabilities in the global maritime domain.

In July, Patrushev noted that the decision to create the collegium was made to enhance the coordination of government bodies in implementing national maritime policy and protecting Russia's interests in the global ocean. He also highlighted recent presidential directives on shipbuilding, emphasizing the development of advanced marine robotic systems to combat unmanned vessels.

Patrushev's appointment also comes at a time when Russia is seeking to overcome the challenges posed by the ongoing conflict in Ukraine, where its naval forces have encountered unexpected difficulties.
