This vessel, part of project 21180M and bearing the hull number 800, was constructed at the Almaz Shipbuilding Company in Saint Petersburg. The keel of the Evpatiy Kolovrat, the lead diesel-electric icebreaker of the 21180M project, was laid at the Almaz Shipbuilding Company on December 12, 2018.

This project was developed by Vympel Design Bureau in Nizhny Novgorod. A state contract for the construction of this icebreaker, valued at approximately 6 billion rubles, was awarded to Almaz in 2017. The icebreaker was launched on November 24, 2020.

Factory sea trials began in the Baltic Sea on December 1, 2022. On January 15, 2023, the Evpatiy Kolovrat was towed from Saint Petersburg to Kamchatka by the civilian tug Sarmat, arriving on July 22, 2023. The vessel then underwent a year of final outfitting and state trials. Its first sea trial in Kamchatka took place on November 7, 2023.

Project 21180M is a scaled-down and cost-effective variant of the 21180 diesel-electric icebreaker, also developed by Vympel Design Bureau. The original project led to the construction of the icebreaker Ilya Muromets by Admiralty Shipyards in Saint Petersburg. This icebreaker, with a full displacement of around 6000 tons, was delivered to the Russian Navy on November 30, 2017, and became part of the Northern Fleet.

Initially, the Russian Navy planned to build four icebreakers under project 21180. However, due to financial constraints, the Ministry of Defense decided in early 2017 to discontinue this series and instead focus on building shallow-draft icebreakers under the modified project 21180M, which have a full displacement of around 4000 tons.

On September 1, 2023, the keel of the second icebreaker of project 21180M, named Svyatogor, was laid at the Almaz Shipbuilding Company. This vessel is scheduled to be delivered in 2027 and will join the Baltic Fleet.

The Project 21180M icebreaker has a full displacement of 4080 tons, a length of 82 meters, a width of 19 meters, and a draft of 4.6 meters. It can achieve a speed of 14 knots, has a range of 7600 miles, and an autonomy of 30 days, with a crew of 30. Its icebreaking capability remains at a thickness of 1 meter.
