The decree, as stated by Zelensky, activates the National Security and Defense Council's decision on the new Maritime Security Strategy. The document accounts for recent security developments and innovations, particularly in the Black Sea. Zelensky emphasized the strategy's modern approach and the plan to implement it in collaboration with international partners.

The strategy underlines the vital need to regain control over temporarily occupied territories, coastal areas, and maritime zones.

Ensuring the security of maritime routes is deemed crucial for Ukraine's existence, military-political stability, and economic development. Ukraine aims to guarantee the safety and freedom of navigation in the Black Sea region and beyond.

Ukraine's national maritime interests extend to the Black and Azov Seas, the Kerch Strait, and further to the Mediterranean and Baltic Seas.

The primary goals of the Maritime Security Strategy include enhancing readiness and comprehensive response to maritime threats, safeguarding sovereignty in maritime spaces, and promoting sustainable development of Ukraine as a maritime nation.

This involves strengthening the capabilities of the Ukrainian Navy and State Border Guard Service, reclaiming occupied territories, ensuring state sovereignty, and fostering the domestic maritime industry.
