International ERAM Project: Aiming for Mass Production of a Low-Cost and Long-Range Missile for Ukraine.


On January 10, 2025, a report from the National Armaments Directors under the Ukraine Defense Contact Group highlighted advancements in international military support to Ukraine. Since the beginning of the conflict in February 2022, coordinated efforts between nations have successfully addressed Ukraine's operational needs, showcasing an unprecedented mobilization of resources and military technology. Among these initiatives, the development of the Extended Range Attack Munition (ERAM) stands out for its goal of providing Ukraine with a long-range offensive capability while ensuring efficient production at scale.

The ERAM, developed collaboratively by Denmark, the Netherlands, and the United States, is an air-launched munition designed to address operational gaps in Ukraine’s arsenal. Weighing 225 kilograms and classified as a 500-pound weapon, it offers a cost-effective, rapidly produced solution suitable for prolonged conflicts. With an estimated range of 460 kilometers and a speed of Mach 0.6, the ERAM is equipped with a fragmentation warhead capable of neutralizing armored targets. Its advanced navigation systems, resistance to electronic countermeasures, and a terminal precision of ten meters underline the technological focus of the project.

The program's inception dates back to January 2024, when the U.S. Air Force issued a Request for Information (RFI) to identify companies capable of meeting the outlined technical requirements. By July, a Request for Proposals (RFP) was launched, setting goals for an effective, affordable munition with a production capacity of 1,000 units annually within 24 months of contract award. Submissions included detailed technical and financial plans, emphasizing innovative solutions to meet strict criteria, such as navigation in degraded environments and resilience against electronic interference.

Though primarily designed to strengthen Ukraine’s military capabilities, the ERAM development reflects a broader strategy to enhance international industrial capacity. Companies from the three partner nations have focused on streamlining production and addressing logistical challenges. This project complements previous efforts involving long-range missiles like Storm Shadow and SCALP, which have already proven effective in targeting critical infrastructure in Crimea. With its scalable production model, the ERAM offers a sustainable option for Ukraine's long-term operational needs.

Simultaneously, the U.S. government implemented measures to address production challenges, including critical material shortages and manufacturing delays. Digital design methodologies adopted by the U.S. Air Force aim to accelerate prototype development and shorten production timelines, marking a significant shift in how strategic munitions are conceived and manufactured.

The ERAM program underscores the importance of collaboration between governments and private industries in addressing the challenges of modern warfare. It reflects the commitment of international partners to provide tailored solutions for Ukraine’s specific requirements while establishing long-term production capabilities that could benefit other operational theaters. Introducing ERAM into Ukraine’s arsenal represents a pivotal step in enhancing its ability to conduct strategic offensive operations while reducing dependence on pre-supplied Western weaponry.

Designed to meet Ukraine's pressing needs, the ERAM offers a long-range strike capability with a fragmentation warhead, allowing precise targeting of strategic objectives without exposing the launch platforms. Its affordability and production scalability make it a viable alternative to existing missiles, such as the limited-quantity Storm Shadow/SCALP systems.

The ERAM fills critical gaps by enabling Ukraine to conduct autonomous operations and reducing reliance on allied stockpiles. Its compatibility with both Soviet-era and Western aircraft broadens its operational scope. Furthermore, this munition contributes to deterring Russia by making its critical infrastructure more vulnerable while exemplifying international cooperation through the partnership of Denmark, the Netherlands, and the United States.

On a global scale, the ERAM stands out as a technologically advanced, cost-efficient munition that aligns with evolving military strategies. Its development highlights a trend toward accessible and mass-producible weapons to address asymmetrical conflicts. This initiative not only meets Ukraine’s immediate defense needs but also signals a new era in designing strategic armaments.
