Ukrainian sources indicate that the new Grom-2 complex would be comparable to the Russian Iskander-M missile with a range of 250-300 km, and Ukraine intends to market it for export.

The development of the GROM-2 is under the control of the Ukrainian Ministry of Defense. An April 2008 report in the Ukrainian press indicated that the Defense Ministry had allocated 117 million rubles for the Grom project.

The Grom (Hrom) is a short range (80-290 km) missile system design, which has been promoted as a replacement to the ageing Tochka-U (NATO code SS-21 Scarab) tactical missile complex currently in service with the Ukrainian armed forces
