Estonia plans to purchase 18 French-made CAESAR self-propelled howitzers.
According to Estonian media outlet Postimees, as part of its military reinforcement program, Estonia plans to acquire 18 Camion Équipé d'un Système d'Artillerie (CAESAR) self-propelled howitzers with a caliber of 155 millimeters and 52 calibers. These French-made units are intended to equip a new unit under the direct command of the 1st Division of the Estonian Defence Forces (EDF).

In an interview given to the daily on April 2, 2024, Defence Minister Hanno Pevkur highlighted that this wheeled vehicle arms purchase represents the most significant investment in the current EDF reinforcement package. This move is part of an effort to modernize Estonian artillery, currently comprising 24 South Korean-made K9 "Thunder" tracked self-propelled howitzers of the same caliber.
This initiative reflects the lessons learned from the conflict in Ukraine, notably the crucial role played by artillery in modern military operations. Furthermore, Estonia acquired CV90 infantry fighting vehicles from the Netherlands in 2016 to expand its Armed Forces' capabilities. A recent modernization and upgrade program for these vehicles has been initiated, with a contract awarded to Go Craft and Scania Estonia for two years.
Additionally, the procurement of a new vessel for the Estonian Navy (Merevägi), organizationally a part of the EDF, is among the major planned acquisitions. Pevkur mentioned that this vessel would be custom-built rather than ordered, with an estimated cost between €30 million and €40 million. This effort aims to bolster Estonia's maritime capabilities in a geopolitical context that demands heightened vigilance and preparedness, particularly considering tensions with Russia.
This announcement comes as France, through its defense minister, announced it would soon be able to deliver 78 CAESAR howitzers to Ukraine. An agreement was reached between France, Ukraine, and Denmark to finance the 155mm CAESAR self-propelled howitzers for rapid delivery.
