The credit between Venezuela and Russia to broaden their bilateral alliance was signed on 7 October 2011. The head of state has reported that the goal of these new operations is "to continue equipping ourselves, improving our combat and defence capability. It is a right and an obligation."

It was unofficially learned that the negotiation includes the remaining parts for the armoured vehicles which arrived during the first quarter of 2011, as well as artillery units. The government of Venezuela is working on the purchase of other units of Sukhoi-30 aircraft and Russian submarines.

"New high-technology defence units will soon begin to arrive, including the Russian anti-aircraft units, new tank battalions, and coast and mountain artillery units," President Hugo Chavez said during the first days of November.

One of the bilateral goals within the so-called "overall cooperation" for 2012 is to start the production of AK-103 Kalashnikov rifles at a facility that will be located in Maracay, Aragua State. Military relations with Russia began in 2005, with the purchase of 100,000 Kalashnikov rifles through the state-owned Rosoboronexport.

During the military parade, July 5, 2011, in Venezuela, many new defence equipment were displayed, as Chinese K-8W training aircraft, upgraded T-72 Russian main battle tanks, 2S19 artillery howitzer, BMP-3 armoured infantry fighting vehicle, and the S-300 missile launcher armoured vehicles. Also on display were the Dragunov sniper rifles, RPG-7 rocket launchers, Sukhoi 30 aircraft, and the MI-17, MI- 26, and MI-35 helicopters.
