"The creation of a single universal multipurpose armament system of army air defense will become a priority guideline from 2020. The scientific and technical foundation for the system’s development needs to be laid already in 2020-2025 by way of initiating a number of breakthrough R&D works," he said. The ground forces proposed launching in 2018 "full-fledged R&D codenamed Standard with the involvement of leading armament and military hardware designers," the general said.
"In the course of the work it is necessary to analyze the industry’s technical potential for developing advanced types of army air defense armaments, including weapons based on new physical principles of destruction," Leonov said. The Standard R&D will focus on developing new-generation short- and medium-range anti-aircraft missile systems, and other army air defense armaments united into the network-centric system, he said. "Based on the results of the R&D work Standard it is necessary to initiate breakthrough R&D efforts for developing and creating information-compatible antiaircraft means under the control of a single management system, using modular-engineering principles, profound standardization and multi-functionality," the general said.
