Bulgaria's Chief of Defence, Admiral Emil Eftimov, emphasized the significance of this exercise during his remarks, saying, "The Noble Blueprint 23 exercise demonstrates the unity and determination for deterrence and defense in the Black Sea region and our readiness for a collective response." This sentiment resonated with all military participants, consisting of Albania, Bulgaria, Greece, Italy, and the United States, who are committed to ensuring the security and stability of the region.

The Novo Selo Training Area in southeastern Bulgaria was the ideal backdrop for this extensive military exercise. The Defense Ministry and Allied Joint Forces Command Naples, overseeing the exercise, ensured that it ran smoothly and efficiently. The multinational aspect of the exercise was a central focus.
