According to the Ukrainska Pravda on November 7, 2023, the Biden administration made a formal request to Congress, seeking approval for nearly $12 billion in aid for Ukraine. The request was conveyed in a letter signed by several high-ranking officials, including US Treasury Secretary Janet Yellen, Defense Secretary Lloyd Austin, Secretary of State Antony Blinken, and USAID Director Samantha Power.

The administration's appeal for $11.8 billion in budget support for Ukraine emphasizes the importance of ongoing assistance to the country. This financial assistance is seen as crucial to Ukraine's military efforts, the functioning of its government and economy, and its ability to allocate resources effectively for defense.

The requested $11.8 billion is lower than the $14.4 billion allocated in 2023, reflecting the United States' commitment to Ukraine's success and its efforts to secure assistance from other nations.

The officials noted that Ukraine has made significant cuts in non-essential expenses and now relies on external support due to its military spending exceeding 100 percent of its tax revenues. Ukraine is also trying to reduce its financial dependence on other countries by supporting the development of the defense industry on its own soil.

The administration maintains that the $11.8 billion aid is the minimum required to address Ukraine's fundamental needs. Despite contributions from countries like Canada and the European Union, the collective international support is seen as insufficient to cover Ukraine's budget deficit.

Additionally, the Biden administration emphasizes the importance of transparency and accountability in how budgetary support for Ukraine is utilized. Officials are actively promoting reforms within Ukraine's government to combat corruption, stating that these measures are essential to ensure proper oversight of the aid.

The request for financial support to Ukraine is part of a larger initiative by President Joe Biden, who is urging Congress to back a comprehensive US$106 billion aid package, with a substantial portion allocated to Ukraine. However, Speaker of the US House of Representatives, Mike Johnson, has advocated for separate consideration of aid packages for Ukraine and Israel, potentially linking the Ukraine package to appropriations for border security with Mexico.

The decision on the aid package and subsequent support for Ukraine now rests with Congress, as lawmakers weigh the implications of the Biden administration's request for financial assistance within the broader context of international geopolitics and budgetary considerations.
