According to information reported by Defense Romania website on May 7, 2024, Romanian President Klaus Iohannis, during his official visit to the United States, confirmed ongoing negotiations regarding the potential transfer of a Romanian Patriot air defense missile system to Ukraine. This move comes amidst Ukraine's urgent need for advanced defense air defense systems to counter Russian air attacks.

Romanian President Iohannis emphasized the critical nature of these discussions during his engagements with U.S. officials, including President Biden. "There is a pressing demand for advanced systems in Ukraine, and we have been approached to provide support with our Patriot systems. We are open to assisting, but Romania's own defense capabilities must remain uncompromised," Iohannis stated.

The discussions focus not on operational systems but on one of the three systems Romania currently has in the process of operationalization. Romania, a member of both NATO and the EU, originally procured seven Patriot PAC-2 GEM-T systems in a landmark $4 billion deal in 2017, marking the largest military procurement in the nation's history. Of these, four have been delivered, with one fully operational.

The Patriot PAC-2 GEM-T is an advanced version of the original Patriot air defense missile system, specifically designed to destroy aircraft, cruise missiles, and tactical ballistic missiles. The "GEM-T" in its name stands for "Guidance Enhanced Missile – Tactical," which highlights its improved guidance capabilities. This enhancement allows the missile to track and engage multiple targets more effectively under challenging conditions. Its primary function is to intercept short to medium-range ballistic missiles, providing robust defensive capabilities against a variety of aerial threats.

The Patriot PAC-2 GEM-T missile is designed to intercept aerial targets at a maximum range of approximately 160 kilometers (about 100 miles). It can engage aerial threats at an altitude of up to around 24 kilometers (about 15 miles). This capability allows it to effectively defend against a wide range of aerial threats, including high-flying aircraft and incoming ballistic missiles, enhancing its versatility and effectiveness in various defensive scenarios.

The potential transfer would not affect the operational unit but one of the units is still being prepared for full deployment. This strategic decision underscores Romania's commitment to supporting Ukraine while ensuring its own defenses remain robust.

Ukraine, which has received three Patriot systems through donations from the U.S., Germany, and the Netherlands, continues to face significant threats from ballistic and hypersonic missiles. The Patriot systems in Ukraine have been instrumental in defending both civilian and military targets from these threats.

This potential contribution by Romania highlights the broader international effort to support Ukraine amidst ongoing conflicts and reflects the complex negotiations involving military aid and defense capabilities within NATO allies.
