Like other countries, Russia would like to strengthen its Naval Forces with new capabilities including the purchase of a new aircraft carrier. Currently, the Russian Navy has only one aircraft carrier, the «Admiral Kuznetsov» and this ship is in an increasingly dire condition.
Russian Navy wishes to have a new aircraft carrier but the development and construction will cost a lot of money in the spending budget of the Russian Ministry of Defense.
During the latest naval defense exhibition, IMDS that was held in June 2019 in Saint Petersburg, Russian shipbuilding Company Nevskoye Design Bureau has presented a scale model of the «Lamatin» (project 11430E) aircraft carrier.
According to Nevskoye Design Bureau, the new aircraft carrier will have a nuclear-powered propulsion unit that will displace 80,000-90,000 tones, feature a maximum length of 350 meters, have sea endurance of about 120 days and will be capable of developing a speed of about 30 knots. The aircraft carrier will have a crew of 2,800 and its air task force will comprise 800 personnel. The carrier will have a service life of over 50 years.

Another proposal of a Russian-made aircraft carrier called the «Shtorm» (project 23000e) which is designed by the Krylov State Center (KRSC), was also presented during IMDS 2019. The «Shtorm» is 330 meters long and can carry up to 90 vessels.
Based on information from KRSC, this aircraft carrier would displace 90,000 to 100,000 tons, will be 330 meters long, 40 meters wide, and will have a draft of 11 meters. The ship would be able to carry from 80 to 90 deck-based aircraft including aircraft, helicopters, and drones. It will be fitted with a Catapult Assisted Take-Off But Arrested Recovery (CATOBAR) aircraft launch system, and could be inducted into service by 2030, according to Russian defense industry sources.
