In 2017, it was reported that the development of nuclear deterrence assets would be the main priority of the new GPV. Special attention would also be paid to high-precision weapons, including air- and ground-based systems. The new program envisages allocation of RUB19 trillion (approximately $320 billion) for hardware deliveries.

The state armament program is a document of medium-term planning of the armed forces rearmament. It considers analysis and estimations of probable threats to Russia's national security. The development of GPV is orchestrated by the Ministry of Defense. It also involves other ministries, governmental bodies and defense enterprises in this process.
