Rearm Europe: Ursula von der Leyen Presents an €800 Billion Plan to Strengthen European Defense.


On March 4, 2025, in Brussels, Europe decided to take decisive steps to enhance its defense capabilities. The President of the European Commission, Ursula von der Leyen, unveiled the "Rearm Europe" plan, an ambitious project aimed at mobilizing nearly €800 billion to support EU member states in their defense efforts while ensuring immediate aid to Ukraine.

This plan was presented in Brussels just days before an extraordinary European summit dedicated to the situation in Ukraine and the European defense strategy. In her speech, Ursula von der Leyen emphasized the importance of a strong European response to increasingly pressing threats. She referred to a "crucial and dangerous" time, stressing that the real question Europe must answer is whether it is ready to act as decisively as the situation demands.

The "Rearm Europe" plan proposes providing member states with more budgetary flexibility so they can make significant investments in their defense capabilities without risking financial sanctions related to excessive deficits. Ursula von der Leyen announced that the European Union would offer member states additional budgetary room for military expenditures, by temporarily suspending the application of the Stability and Growth Pact procedures for four years. This measure would allow European countries to allocate more funds to their armed forces while staying within the limits of EU fiscal criteria.

At the same time, the President of the European Commission proposed making loans totaling €150 billion available to fund joint projects in strategic areas such as air defense, missile defense, ammunition production, and drones. These investments would be made through collective purchases, thus ensuring the interoperability of European weapons systems and coordinating defense efforts among member states. The goal is to create pan-European defense capabilities capable of addressing current threats while strengthening military cooperation between European nations.

To complement these public funds, Ursula von der Leyen also suggested implementing mechanisms to mobilize private capital to support the defense industry. This external support would help complement public funds and ensure sustained investment in the modernization of defense equipment and infrastructure in Europe.

To maximize the resources available for European defense, the EU also proposed redirecting some funds from the European cohesion policy, usually allocated to support the less developed regions of the Union, toward defense projects. This measure would increase the availability of financial resources for member states while supporting the EU's security objectives.

The "Rearm Europe" plan is not limited to strengthening European defense but also provides immediate support to Ukraine in its fight against Russian aggression. Ursula von der Leyen emphasized the need to provide Ukraine with additional military and economic assistance, including the delivery of equipment, low-interest loans, and support for the reconstruction of critical infrastructure. This direct support to Ukraine is part of the European Union's commitment to supporting its neighbor while ensuring the stability and security of the region.

The "Rearm Europe" plan marks a turning point in the EU's defense policy, aiming to reduce reliance on external actors while consolidating the integration of European defense capabilities. Ursula von der Leyen stressed that the current situation requires rapid and ambitious action to ensure the continent's security. By investing in shared military capabilities and supporting member states in their defense efforts, Europe seeks to prepare for tomorrow's challenges while strengthening its global strategic position.
