India wants to purchase the advanced Russian-made S-400 Triumf air defense missile system under an intergovernmental contract, The Times of India reported on Sunday, October 11, 2015. "The defense acquisitions council will soon take up the proposal moved by the Indian Air Force to purchase around a dozen S-400 long-range systems from Russia," a source at the Indian Defense Ministry told the newspaper. Russian-made S-400 TEL (Transporter Erector Launcher) surface-to-air defense missile system.

"The procurement proposal comes ahead of Manohar Parrikar’s [Indian defense minister] impending visit to Russia, which will be followed by the Modi-Putin summit in Moscow in December," the newspaper reported.

According to the defense ministry source, "the project is at an initial stage at present." "But it will be a government-to-government contract when it is finalized, with the S-400 systems being inducted over several years," the source added.

The newspaper reminded that the Indian procurement proposal followed one made by China that had signed a $3 billion contract in September 2014 for the acquisition of S-400 air defense missile systems comprising several 98Zh6E surface-to-air missile systems and would start to receive them in 2017.

The air defense missile system comprises a control post, a radar and four surface-to-air missile systems with combat and support vehicles. Each surface-to-air missile system includes six launchers with four antiaircraft guided missiles in launch tubes, a multipurpose radar, antiaircraft guided missiles, support equipment and a transporter erector launcher.

The S-400 Triumf is a Russian-made long- and medium-range air defense missile system. The system is designed to eliminate all up-to-date and future aircraft and missiles. The system is capable of hitting aerodynamic targets at a range of up to 400 kilometers (249 miles) and tactical ballistic targets flying at a speed of 4.8 km/s (3 mi/s) at a distance of up to 60 kilometers (37 miles). Such targets include cruise missiles, tactical and strategic aircraft and warheads of ballistic missiles.

The system’s radars make it possible to acquire aerial targets at a range of up to 600 kilometers (373 miles). The 48N6E3 antiaircraft guided missile is capable of hitting aerodynamic targets at altitudes of from 10,000 to 27,000 meters and ballistic targets at altitudes of from 2,000 to 25,000 meters.
