The French Company PROCAMS member of the EDEN Cluster has developed an android Smartphone video application for national and municipal polices forces. At Milipol 2015, the Worldwide Exhibition Internal State Security, PROCAMS showcases new technology of body camera for police officer using mobile phone under the name of SMART.

With SMART of PROCAMS, Police officer is now able to use a dedicated application for Smartphone to record video during their interventions.
     
An increasing number of law enforcement agencies are equipping their officers with cameras to be worn during interventions. Feedback on this shows a 70% decrease in incidents during arrests and cautioning The cameras available on the market have several weaknesses, which the SMART system remedies.

First, the videos are encrypted in the smartphone on an ongoing basis as the images are acquired. If the smartphone is lost or stolen, it is impossible to watch or modify the videos. With the solutions currently available, the videos are stored in a non-encrypted form on a memory card The card simply needs to be removed to watch or modify the videos.

The encrypted videos are transferred to a server via a 3G or 4G connection on an ongoing basis. Again, if the smartphone is lost or stolen, the videos are not lost With current solutions, officers have to return to base and connect to a computer to transfer the videos.

The videos are stored in encrypted form on a secure server, with search engines to allow videos to be found by location, date and time or officer. Videos can only be watched with a decryption code
Finally, the videos cannot be modified. This means they can serve as evidence in court. With current solutions, the videos can be modified.

In 2006, police officers in the United Kingdom tested body cameras and found that the technology enhanced the collection of hard-to-refute evidence and resulted in fewer cases going to trial. In 2012, a similar field test took place with the Rialto, Calif., Police Department. The 12-month experiment randomly tested body cameras on officers during their shifts. The cops used cameras from Taser International, which were water resistant, captured video in full color and had a battery life of 12 hours. The test results were startling: When the cameras were turned on, use of force by officers dropped 60 percent and complaints against the police fell nearly 90 percent.

PROCAMS has also developed the SENTINEL, an autonomous multi-camera surveillance system. The SENTINEL is able to takes videos from several types of camera at the same time.

Using different types of video devices as a Smartphone with the GSTREAM application, or QUDRA multi-camera control units (UNIX minicomputer) that use wifi or 3G/4G, SENTINEL can send images, sound, geolocalization, number plate research identification, vehicle counts, infrared analysis and more.

These systems are autonomous, and powered by batteries or solar panels The raw or treated images geolocalization and various other pieces of information are sent either to a central PC or to smartphones/tablets. The main applications for this tool are border surveillance, major event handling, and monitoring of boats, planes and vehicles transporting sensitive products etc
