Valued at up to $200 million, the aid package draws from previously authorized assistance under the Presidential Drawdown Authority (PDA), which remained unutilized after a reevaluation process concluded in June.

Among the capabilities included in this package are AIM-9M missiles designed to strengthen Ukraine's air defense. The package also features equipment to counter Unmanned Aerial Systems (c-UAS). Additionally, the aid includes supplementary ammunition for High Mobility Artillery Rocket Systems (HIMARS), various calibers of artillery rounds, and precision aerial munitions.

The package is not limited to just offensive and defensive capabilities; it also includes electronic warfare equipment and Tube-Launched, Optically-Tracked, Wire-Guided (TOW) missiles. Anti-armor systems like the AT-4 are part of the aid, along with small arms and a stockpile of more than 16 million rounds of small arms ammunition. To assist in battlefield preparations, demolition munitions for obstacle clearing are included, as well as spare parts, training munitions, maintenance supplies, and other field equipment.

The AT-4, originally designed in Sweden by Förenade Fabriksverken and manufactured by Saab Bofors Dynamics, is a disposable anti-tank launcher that has been in service since 1987. Weighing around 6.7 kg for the standard AT-4 and 8 kg for the AT4-CS variant, this launcher is both portable and effective. With a length of 102 cm and a caliber of 84 mm, it is designed for precision and power. The AT-4 boasts a muzzle velocity ranging from 290 m/s to 220 m/s for the CS variant, making it a formidable weapon in the field. It has an effective firing range of up to 300 meters for point targets and can reach up to 500 meters for area targets, with a maximum range extending to 2,100 meters.

The Biden Administration emphasizes that this security assistance is a prudent investment in U.S. national security. It aims to prevent a larger conflict in the region, deter potential aggression in other parts of the world, and simultaneously bolster the American defense industrial base, creating highly skilled jobs for Americans. The United States remains committed to collaborating with allies and partners to equip Ukraine with the capabilities it urgently needs on the battlefield.
